Shannon Feagin is a Data Scientist and Quantitative Development Economist at IFA Rotorion, specialising in the intersection of carbon markets, finance, and scalable systems. She applies stochastic modelling, risk-weighted optimisation, and machine-learning infrastructure to capital-intensive decarbonisation challenges.

Shannon’s background spans work with IBM, the Panama Development Board, and a San Francisco-based automotive finance AI venture. Her global development experience includes projects across Nepal, Cambodia, South Korea, Thailand, and the United States, in collaboration with organisations such as the IMF, United Nations, UNESCO, and KEPCO.
